Stockton council leader says Ingleby Barwick homes appeal "makes a mockery" of local decision making

A CCOUNCIL leader has heavily criticised a planning inspector’s decision to allow 200 more homes to be built on Europe’s largest housing estate, saying it makes a “mockery” of local decision making.
